CITY TO HOLD MUNICIPAL ELECTION – APRIL 21, 2012
The City of Seaford Municipal Electionwill be held on Saturday, April 21, 2012 in the City Council Chambers, City Hall,414 High Street, between the hours of 10:00 a.m. E.S.T. and 6:00 p.m. E.S.T.
- One (1) Mayor Position is up for election for a (2) year term.
- Two (2) Council Members will be elected for a (3) year term.
All candidates must have filed by 5:00 p.m, E.S.T., March 23, 2012. Any candidate who withdraws his/her name must do so in writing. Any candidate who withdraws his/her name after 5:00 p.m., E.S.T., March 23, 2012 will still appear on the official ballot for election.
Anyone eighteen (18) years of age or older who is a bona fide resident to be eligible to vote, must have been registered at the Seaford City Hall by 5:00 p.m., E.S.T., March 23, 2012. A non-resident property owner to be eligible to vote must be owner of record for a period of six (6) months immediately preceding the date of the Annual Municipal Election (October 21, 2011) and shall have one vote provided he or she is registered on the “Books of Registered Voters” maintained at the City Hall.
The City of Seaford has independent registration procedures for the Annual Municipal Election. To vote, you must meet the eligibility requirements and be registered on the “Books of Registered Voters” maintained at City Hall.
A person shall be required to register only one time. You are urged to check your registration if you did not vote in the last municipal election.
All voters will need to show proof of residency which may be a State of Delaware driver’s license, a federal or state tax return with address, a City of Seaford utility bill or real estate property tax bill, or other acceptable proof of residency or ownership.

The American Dream Accounts Act is bipartisan legislation that builds off of existing Department of Education programs at no additional taxpayer cost. It’s another step in helping maintain our economic competitiveness worldwide by ensuring a highly trained workforce.
My bill encourages partnerships among schools, colleges, non-profits and local businesses to develop secure, Web-based student accounts containing information about academic preparedness, financial literacy and high-impact mentoring and would be tied to a college savings account. Dream Accounts are a bridge that connects students, parents, teachers and mentors.
The idea is borne of my experience with the “I Have a Dream” Foundation and the best practices of other organizations that are investing in our students with a more holistic and community-oriented approach to college preparation. The bill modernizes that approach by channeling it into a secure, profile-based digital platform, giving students and their parents the tools they need to access existing resources for helping them achieve their dreams.

Delaware Attorney General Beau Biden
One of the most important reasons I first ran for Attorney General was to protect those who cannot protect themselves — especially children.
In our schools today, there are too many students who are the victims of bullying and whose voices are not heard. One in every three middle and high school students reports being bullied, but those are only the cases we know about. That’s why, a few days ago, I was proud to stand with a coalition fighting for legislation that will give us the knowledge we need to combat bullying and give kids and parents the information they need to get help from my office.

Unfortunately, bullying is only one of the dangers our children face. When you first elected me to this job, I promised that I would wake up every day thinking of how to best fight child abuse, and I want to let you know about a remarkable program that’s making a real difference.
Children are not responsible for protecting themselves from abuse — that is our job as adults. I have partnered with the Darkness to Light Foundation, the YMCA, and Prevent Child Abuse Delaware to bring the Stewards of Children training program toDelaware. This training empowers adults to recognize when a child is in danger, step in, and change a life for the better.
We set a goal of training 35,000 Delawareans over five years to recognize the signs of abuse and report it to law enforcement. I think we will exceed that goal. To help us do that, I am working with the General Assembly to secure funding to help cover the cost of the training sessions.
